They announced this annoying policy change last year and there was a long discussion about it. (not that I like it or agree)
But here's the problem.
People who read the auctions and bid, don't pay attention. I have used the same basic Paypal for nine years, and over and over people would pay with a CC and then I'd have to refuse the payment and explain.
I guess Paypal got tired of thousands of payments refused because buyers don't read the auction, or for some reason can't understand that "I don't take credit card payments for cheap chips"
Why would anyone want to pay a fixed fee and a percentage for selling some dollar chip with a buck shipping? I'd be better off throwing the chip away, instead of losing money because of ebay fees.
The answer however is much easier. You can't list Paypal as a payment method In The Auction description and explain that you don't take CC payments.
However you CAN send this information when you close an auction or in an email to the buyer.
I still have my basic account and still use it. I just can't tell people (who ignore the notice) that I don't take CC payments, or that I do take Paypal.
I set up a second eBay/Paypal account that does take Paypal CC payments, so I can choose which one to use for which auctions. That's the easiest way around the problem.
