List it under Coins / Exomunia. #1 I'd google the name on the buckle. If it's a railroad it may go for a good price on ebay. Railroadiana (spelling?) is very popular. Ebay has a catagory for this.

Have you taken the tie-tacks to a jeweler? Maybe you have gold & precious stones in them.
