Like I said, you can never really be sure what the intent was when making a chip that looks like an actual casino chip. Even with the "best" intentions, and I doubt that they exist in this case, there are problems. Let's say that you have legitimate chips from a closed casino and they have significant collector value. Then someone comes along and makes "replicas". What are your legitimate chips worth now? Nothing. That is exactly what happened with the brass core fiasco. I think that whenever "replicas" are made, regardless of intent, they will cause problems. And that is why I call them counterfeits.
