It is difficult to determine the intent one had in making chips that look like actual casino chips. I would call them counterfeits, if they were made to defraud the casino or collectors, as long as they looked like an actual casino chip. How could you really tell the intent? Even if the casino was already closed, I would not make an exception. In Atlantic City, casino chips from closed casinos can still be redeemed for face value. What then is a fake? I don't know. I don't think that we need to use the term "fake casino chip".
