If I am correct in thinking both chips were made at the Burt Company and not by Paulson, than the difference in texture can be explained.
The texture is applied in the mold during the final press operation. There is only 1 CJ mold and all cups in that mold have the same texture. The printed inlay is stronger than the clay chip material. If the preform (called a slug) is undersized or too thin than the texture will only be applied to the softer clay and not the harder inlay. This is a simple explaination of a common event at the factory. If the inlay has strong to light texture it generally passes inspection. If it has none it should fail.
