I was specifically asked not to send the money until I had received and was happy with the goods.

Obviously the fact that he asked you not to send the money changes the situation. Duh.

Two months ago I mailed a package to a member that posts regularly on this board on the understanding his paypal payment was coming the next day. It didnt and still hasnt despite regular reminders.

Well, if the guy's a crook, using the "wait for the money before sending the chips" method wouldn't work either. Obviously, he would then set up a phoney sale, keep the money and not send you anything. If you are dealing with a crook, then no matter what method you use, you could still get ripped off. That being the case, I'll treat people the way I wish to be treated.
