The short answer is that the state is NOT interested in, or concerned about, collectors. The commission is in the process of revising its regulations including the regulation that covers this issue to make that clear. When that process is complete, I'll post the new regulation which will also, I hope, address the larger issue of destruction of chips that are taken out of circulation.
