I don't know much about this chip.
But
If this is a factual statement:
"It was issued in the 1970's by Harrahs, but quickly pulled as it looked too much like the regular 1.00 issue."

How can it be an error if enough were issued to put on the tables? If they were pulled for the reason above, IMO they would be a color mistake in ordering.
