Just stumbled into your page, and indeed one of these chips recently on ebay. I have asked around for local knowledge and only had one reply suggesting late 60's to early 70's from a bar which also had a private club. The location on the end of Regent Street and Hills Road, needs to be confirmed with local trade directories. No other collectors of local (Cambridgeshire) tokens has seen one before, but I suspect a small hoard has turned up.
