Maybe it is the allegiance I have for other Ohio collectors as I can't speak on the specific practices of the Westward Ho, but after collecting over 300 pairs of dice from about a hundred different casinos, I can say I have never heard of casinos ordering or manufacturers making a stick of dice that were not all the exact same, beit matt or polished.
Matt and polished dice mixed in the same stick would open a world of trouble for casinos. Don't know the Gaming Regs, but suspect mixing dice (either in the order or on the table) might be prohibited and assume some on the board can attest to that, one way or the other.
Allowing mixed dice on the table at the same time would make it a mine field for stickmen, boxmen, etc to identify dice that should be in play versus those "introduced" by shady players.
IMHO, the statement made by the seller doesn't makes sense nor seem to have merits regarding gaming standards.
