My advice would be to make your maximum bid only what you think the true market value of the chip is, and don't get lured into a bidding war. If the person who outbids you is truly a shill bidder, then the seller loses out on a sale, but still has to pay listing fees to eBay.
You can never get "ripped off" if you don't bid too much.
