I've got this pic in my edition of Scarne's Complete Guide To Gambling by John Scarne. Title page is missing along with the copyright date. Here is Frank with a palette. Scarne sez that three of these oars are required for Chemin-De-Fer. There isn't a palette requirement for Baccarat apparently, notice if you can that the sign behind The Chairman denotes "Baccarat - Chemin-de-Fir". In Chemin-d-F there is no house bank and the bank position passes from player to player and the banker competes against the other players like poker. Three croupiers all get a paddle to "slide the cards, cash or chips around to the players." Also there is a lookout sitting on a stand overlooking the proceedings. I guess in Baccarat, the house has the bank but the players can bet either "Bank" or "Player". All the rest of the Chemin crew can go valet cars.
Couple of things here: The guy opposite 'Ol Blue Eyes has a rack full of chips as well as a stack of currency in addition to drop holes in the table. Is that Buddy Hacket at left bottom? I heard it was Frank hisself who urged the Sands to institute Baccarat.
Scarne predicts further in the section that Baccarat will be come the "standard game in most American casinos." What a dope.
