IMO the only thing it is reasonable to impose is that if a club member advertises such chips without clearly indicating they are fantasy chips then that could be an 'offence'
Seems no different to offering an 'altered' item for sale without disclosure.
I think the Clubs existing 'rules' already cover this and if someone has a problem with the way a Club member is advertising then they should make a complaint accordingly.
