I like your idea on where to place them . We need to get ebay to make sure they inforce the rule that the titles don't have spam words in them either . If it isn't casino or Las Vegas related then they shouldn't use the key words so they come up when you type in casino chip.
Many use those Keywords so they come up if you are looking for Las Vegas casino related items.
Here is an example of what comes up when I list a set of chip coasters and search for a catagory to put them in .

Search words to list to find a catagory for my coasters : casino chip coaster
Crafts > Scrapbooking > Embellishments (43%)
