Personal chips are not that far removed from fantasy chips. I have several fantasy chips in my collection. A couple were obtained thinking they were real (I have an apache). But I have bought several (and been given several) that I knew were fantasy chips, but thought were neat. Harley Davidson chips are an example. When I visited Paulson in Reno many years ago, I received a chip that was... shall we say risque, and I have picked up all but one of that set.
As long as the buyer knows their personal chips, it is legitimate. There is no way to prevent chip makers,from making and selling high quality chips for home games. And some will be nice enoyugh to get tyhe interest of collectors. The effort should be at keeping collectors informed, rather than fight their existence.
