If you put yourself in the shoes of someone who doesn't know any better, you could very easily deuce that the other chips are included.
The auction very specifically and distinctly says "The auction is for one of each chips pictured below.". When I look at the auction, I see 15 chips pictured below that statement.
In my opinion, the gray divider line between the two chip groups does not necessarily mean anything.
With his statement of "Just about every major casino on the Las Vegas Strip used H-Mold chips in the 1950's." no where does he indicate that this statement is in reference to the chips pictured directly above. No where does he indicate those other chips pictured above were "examples".
In my opinion this statement could be interpreted as a generic statement about the chip mold itself. To me that is just another generic statement similiar to the statement earlier in the auction that says, "They are the exact same chips being used in real casinos." Which in itself is also misleading...
I would agree that a knowledgeable collector would come to the conclusion pretty quickly what he intended to say but I could see where a newbie could easily be confused.
He should have made the "50's" statement in-between the chip group and indicated the chips shown below the "50's" statement were in fact examples and not included in the auction.
Just my 2 cents on it...
