if you have any type of photo program on your pc it will allow you to resize the file, regardless of how you scanned it.

if you don't have a program, you should probably invest in one for $30-50 - for hours of "playing" with editing pictures.

i wouldn't go crazy and buy a real expensive one, but the cheapest one will not allow you to do some things you might need.
