Im by no means either a foreign plaque or chip expert but I can read the Ukrainian writing on that plaque - even if you cant you might be able to make out the very last word on the bottom right of the plaque - YKRAINI - it means "in Ukraine". The whole last line reads "Leader of Gaming Business in Ukraine". Also a quick search on Yahoo for "casino split group" shows they were headquartered in Ukraine and all four casinos they ran were in the capitol city of Kiev. But maybe they had some internation operations I am unaware of, like I said I dont really have any chip collecting experience.
