My sources tell me the Hobby Protection Act is a piece of legislation that was passed for "benefit of constituency". All Legislators have coin & stamp collectors in their districts.
No enforcement agency is appointed, nor is any budget appropiated for enforcement. This means that any agency attempting to enforce it would have to use $$$ from their general fund. In political terms it is recognized as a "Toothless Lion".
I am told that the ANA has tried to prosecute under the Act on several ocasions and never gotten a conviction yet.
For the record, chips are not covered under the Act. Neither are guns, clocks, cars, furnture and a whole lot of other collectibles.
