TCR (The Chip Rack) doesn't use the R-8 code.

C&W (The Official U.S. Casino Chip Price Guide/Campiglia & Wells) uses R-8 to indicate that there are 8-15 known pieces, an "extremely rare" chip. See page 20 of the 3rd edition
