I use 2 1/2 x 2 1/2 cardboard for both $5 and $25 tokens. Use the 1 11/16" cutouts for $25's and the 1 15/16" for $5's. I don't remember which coins fit these sizes, but they are standard coin holders available at most coin supplies dealers.
Some collectors are starting to use a special 2 1/2 x 3 1/2" cardboard holder for their chips and tokens. These were made special by either Howdy Herz or Dean&Jodi just for casino collectibles. The advantage is there is a margin at the bottom that has lots of room to write descriptive information or apply a sticker. The disadvantage is that you can only get 9 to a standard plastic page. Howdy sells these. There's also a plastic sleeve that fits over everything if you really want to get fancy.
