I played in some places where they would allow you to chop, but they filled out the paperwork as though there was no chop. However there was no tax reporting in these tournaments (they weren't that big --I'm suprised you had tax reporting in a $90 tournament) so the paperwork was just the casibo's internal paperwork and didn't much matter.
If I recall this was the policy at the Rio for their daily tournaments. In one instance I offered to let another player sign for first place even though I was getting more money, just a pot sweetner for someone who wanted to go home and tell his buddies that he won a tournament.
