I don't think that is evidence of shilling. This bidder you talk about has not bid on any other auctions by this seller.
Sure this bidder did the stupid thing of not just bidding the max they would pay, they placed a bid for $3.00 and that wasn't enough to be high bidder, so they bid $3.51 and that wasn't enough so they bid $4.02 which was enough to become the high bid at the time. That was the last bid they made.
Now you may think that type of bidding is evidence of shilling, but the truth is that there are some very experienced Ebay bidders who still do not understand proxy bidding and bid this way. This buyer has a feedback of 3 and is likely inexperienced.
There is just no way that you can look at that and say that was a shill
