I am sitting here going over the State Statute Book. The section if your interested is 849. Three things for you to consider.

1) The person you are sending the lottery ticket to is of age.

2) The place you are sending it to is a State that allows games of chance.

3) You cannot gain/make money from the transaction.

Otherwise there is nothing that I found that says you cant buy them and ship them elsewhere.
