That's exactly the scenario that the new rules will correct. Having said that, I'm not sure if the casinos will all change their internal regulations straight away - I phoned 2 casinos last night to check they had received my membership forms which I mailed last week and both said that it was still required.

Remember that you will still need your ID (2 forms, one with picture and another confirming address!)
