All of my research at the UNLV library shows that back in the 60's when the Federal Government choose not make any more one dollar coins, it left the casinos out in the cold.
Since by law they are the only ones allowed to make currency, the State of Nevada, the casino industry and the Nevada Gaming Control Board went to great lenths to convince the Feds that chips and token are "gaming devices" not "coins".
This is why there's a required disclaimer posted in all cashier cages defining what they cannot be used for.
