I hope we see the day when casino chips will be covered, but the way the act now reads tells us that "issue" means any political item (coffee mug, token, banner; token, spoon and polotical posters) and that a "coinage" are coins minted by a governent. I believe the whole purpose of the act was to protect government items (coins, tokens ...) and not private items.
