My real point was that a lawyer knowledgable about the laws of that state, and within that jurisdiciton, will access to all of the pertinent facts, can make a reasonable assessment as to chance of liability or guilt. Obviously, we can't do that here. Moreover, I also agree with Charles that the eithical considerations seem somewhat obvious in case of altering chips in a manner which seems undetectable, even if the legal ramifications are not.
