I receive messages from "ebay" everyday, and occasionally from "paypal". I find it easy to ignore these messages since the email address I gave Ebay is different then the address I use here, andI have never provided an address to Paypal, although I am aware that they are now an affiliate of Ebay. I presume that any message to the wrong email address is a trash email and I don't even open it.

I suspect Ebay is hoping that the issue skirts them entirely, but their pockets are to deep to avoid being entangled in this crap eventually. They would be well advised to be extremently aggressive in tackling this issue.
