It was a resin supplier to Chipco that got the blame. There were a lot of chips made in this era. John Kendall Chipco owner told me he spent 1 million $ replacing the bad chips. 99% were replaced. Arizona Charlies refused the re-makes and used the bad ones for several years. They were always an embarassment to John.
The chips you are showing were made for collectors as the casino was getting ready to close. They hadn't had table games for some time. By the time the remakes started they were closed.
I guess collectors can call them whatever they want for whatever reason but the above is "The Rest Of The Story."
