The envelope had a tear in it and the chip itself had come loose from the flip and was hanging on for dear life. Its a miracle it made it to me still in the envelope.

I mail quite a few items in white envelopes with interior bubble wrap, but I always tape the edges.

Just wanted to back up Dennis's helpfull advice. It will save a lot of heartache down the line.
