Please correct me if I'm wrong. I beleive in the past was FEMA was autonomous and could respond immediately to this type of disaster. Now their hands are tied by the bureaucracy called the Department of Homeland Security. This added layer of bureaucracy may have added to the Governor's difficulties.

That having been said...I feel we all must foucs on assisting the victims of Katrina! I'm sure when this is over there will be enough legislative hearings and political grandstanding for everyone.
