1) Declare Marshall Law. The town should be locked down.

2) Bring in the National Guard, The Coast Guard and the the Army. The Red Cross is already there.

3) Get ALL civilians out of the affected areas. How?? Bring in cruise ships, barges and anything else that can carry lots of people. People should not have a choice. They leave peacefully, or in handcuffs. A fleet of small power boats need to come in as well as "hover craft and those big fan boats they use in the everglades.

4) Simultaiously, they must continue their efforts to both repair the levy breaches and pump out the water.

There will need to be staging areas, where medical needs are met, food and drink are given and general assistance.

I think information desemination is crucial. People need to know whats going on, as well as the game plan for the future.
