(BandG) quality control. I too have gone through several stacks of Wynn chips and have a few examples of the Wynn logo being off-center in the inlay. The closest thing I found to what you have, is where the inlay appeared to need more pressure. The concentric circles were not present.

But, you may also notice that they tried to align the inlays with the inserts. I suspect that they (Wynn) had to pay more for that.
