I'd suggest you use the "eBay Non-Delivery" feature before leaving a negative in this case. They will also contact the seller in your behalf. I have found they will also credit back any PayPal charges if the seller does not answer satisfactorily. This assumes the seller has money in his PayPal account to accept the charge-back.
