They have been out for some time, but the true location of the casino is actually in Condado, PR, not Culebra. Culebra is a small Island of the north east coast of Puerto Rico, too small for large hotel /casino operation. This is where the U.S. Air Force, Navy and Marine used to have their target practice years ago. Culebra is also known as having one of the top ten best beaches in the world, per the Travel Channel.
