Before Dale's last book, none of these were called commemoratives. They were thought to be actual "riverboat" chips that were used for games on the riverboats. We have found many that were recently made or were very poor reproductions. Those are the ones that Dale included in his chapter on "Recent Creations & Suspected Fakes." I would include "The Northern" to be in this group. Many of these were carved later over old authentic chips.
When Jim Reynolds found the 6 large "Robert E. Lee" chips (IR-DG & IR-DF), I did not buy them as I did not believe that they were ever used on the boat. I believed that they were fantasy chips as some of the others in the book may be also. I am not telling you or others how much to pay for your chips. I am only telling my opinion, for what it's worth, of what I think they are worth. The other R.E.L., IR-DJ was not part of the Reynolds find. It was part of a four chip set that Gene Grossblatt bought in a frame. None of the chips that are in this section of Dale's book had a rim with the red dye almost completely worn off with good, sharp paint in the print. If they did, then I would call them fakes, too.
