If you can remove the chips without damage to the chips or holder it is not a slab (or it is a poor attempt to slab). I was commenting only the "grading" issue.

However looking at this image It does not look to me like this container is supposed to be opened. I guess we can't really tell without looking at it in person, but my guess would be that this is a sealed container that is not supposed to be opened.
