A random shuffling of the cards, and no other issues, such as bluffing playing in, yes it is only luck.
However when a multitude of hands are played, the luck of distribution is negated. Then issues of skill come into play. Yes Poker players have runs of bad luck (name a baseball player, or race car driver, or chess master who isn't subject to the whims of fate).
Most tournaments are won by experienced players (even if they come from the internet), and there are a number of pros who win money consistently, because of skill.
Being the most skilled doesn't mean you'll win every time. If I have a royal flush, I'll win the hand. Skill means knowing when you have the best odds, the worst odds, when the pot odds are right, when you can manipulate a fellow player, to bet or fold, and finally when over time, winning and losing are not based upon the cards themselves.
