I believe this is a token from the Lincoln Fitzgerald collection that Ron Gillio sold last year. The NGC certification appears to be to the provenance of the item and nothing else. There is no grade or certificate of authenticity of the token itself. I don't know what is meant by "Replacement", but probably has something to do with the estate inventory description.

I don't know why anyone would have a problem with packaging and describing a casino token in this fashion.
