This is kind of a registration error. The black denomination, city and state are printed in a seperate pass from the other colors. One chip above they were printed a little lower.
My general rule of thumb is that if you can take a rack of these and seperate them into 2 distinct stacks, you have a variety. If, on the other hand, there are several varieties printed that line up between the two you show, there would be an infinite number of differences, so would not, could not, be considered a variety. Did that make sense?
