Cuban cigars aren't legal in the United States. It goes back to the trade embargo initiated after the Bay of Pigs incident with Castro and Kennedy.

In fact, bringing back Cuban cigars into this country is considered an "Act of Treason", under the "trading with the enemy" catagory.
