I had one bad experience and PayPal did their "investigation" which took about two months to complete. I had to pay for a report from a computer service person to confirm that what I claimed was true. (Not as advertised, missing parts, short on memory, lied about some of it, didn't include all as promised, had pirate XP operating system, so I couldn't upgrade...)

Finally, I shipped back the laptop, UPS with delivery confirmation. So far so good.

The turkey that got it back, didn't have enough in his account, but PayPal reversed all of the funds he did have, back to me.

End result, I paid about $360 and got back, $175. They notified me that they would be monitoring the situation and get the rest when they could.

Since we all know how easy it is to just start a new account, I got nothing and it cost me, $185.

Gee thanks eBay/PayPal.

I'd have been happier if they charged his CC since we all had to have one on file to start the account and get the PayPal service.

Bought some shirts, and saw the next week that the guy had a slew of did not ships, right after that. PayPal reversed the charge a month later. OK nice going.

Bought some computer parts that turned out to be a scam. This guy had bought DOA drives and advertised them as 75% do work. Got six laptop drives and none could even be found by any system. These were not just flawed, but Dead as Dead. Paypal says, no claim, As Is...

No problem with chippers, ever!
