People refer to the 'banned' list.
The page actually states
"The Following Is A List Of Dealers Known To Sell Or Have Sold Slabbed Chips"

That is to say that any name on that list will remain there, but does not preclude, for example, the slabfree board deciding an appropriate annotation against that entry if they are satisfied that person is longer participating in any way with slabbing (just my opinion)
