That would be Harrah's Rincon Casino near San Diego. They currently operate a "Volcanic Bingo" Game that is exactly the same as Roulette with the exception of a Joker Card that pays 32-1.

The Volcanic Bingo was first used by Valley View Casino (a couple of miles from Harrah's) and was in operation for only one week. Surely the rarest of the CA Roulettes, with only two colors known to exist.

Casino Pauma was the inventer and first in the So CA area to have "Card Roulette". They are also sucessfully defended their new game in State Court. Pauma has three diff sets, Table A,B,C.
