As a seller, I always leave feedback as soon as payment is received. That is the end of the obligation for the buyer so that is the time to leave the feedback for them. As the buyer however, you should leave fedback as soon as the shipment arrives in satisfactory condition, REGARDLESS of feedback received or not from the seller.

This feedback randsom is way to common on ebay. Not much one can do about it though.

Right now I am waiting for feedback from about 12 different people. On a positive note, I would rather not receive feedback than receive negative!
