I know these chips are from the Fortune Cookie Casino in California and California wasn't supposed to have Roulette, but these chips sure look like Roulette chips to me !!! So what are these chips and what were they used for ???

I have some extras of the pink C, F and H chips that I would trade for other colors and letters that I don't have pictured in the scan below. Any info would be appreciated.
