The words are " CON LIBERTAD, NI OFENDO NI TEMO " from the Uruguayan General Jose Gerbasio Artigas.
My english is very poor and I am not sure if the translation is: WITH FREEDOM, NEITHER I OFFEND NOR I FEAR; perhaps somebody want to translate it exactly.
