May well be way off base BUT
I believe that all proof tokens made by FM will have an edge marking. This applies to non-sterling tokens.
As I understand it the initial production run of 500 were set aside for 'presentation packages' but were not produced in the doulbe strike proof mode.
Dan Wickett's site lists them as 'proof' but that is not my understanding of the 1965 Franklin Mint tokens.
Tried the google search but came up with no definative answer.
