I have to agree with Andy.
If I caught someone taking tournament chips, I would bar his player card at the club. I would then move to trespass warn him or her from the property. The poker world is small. Word gets around. I know two poker players that got more than they wanted when they held out chips from tournaments. One was a poker cheat and the other was a chip collector.
